Good point. It depends on how much exposure a dev wants to have for Kin. If they think they hold too much, it makes sense to send it to users instead of buying more.

If a dev has the right amount of exposure (or less), it makes more sense for their users to purchase Kin (through advertising) from exchanges than from the dev's cold storage.
